Building Cloud and Computing Infrastructure, Embarking on a New Intelligent Era: China Telecom Chongqing Boosts Modernization of Chongqing

Jun 18, 2026

The year marks the launch of China’s 15th Five-Year Plan. Upholding the legacy of the telecom industry’s red revolutionary heritage and fulfilling its mandate as a central state-owned enterprise, China Telecom Chongqing leverages Party-led governance alongside robust cloud and computing infrastructure. It advances technological innovation, industrial digital transformation, public smart services and rural digital development to power the build-out of Digital Chongqing and a fully modernized local economy.

Robust Cloud and Computing Infrastructure Lays a Solid Digital Foundation for the City

The firm has invested over RMB 10 billion to roll out full 5G and gigabit fiber coverage across all villages and higher-level administrative zones. It has built a 400G all-optical interconnection network linking Chongqing and Chengdu, alongside a multi-tier computing cluster. It also deployed western China’s first provincial-scale next-gen metro network and a quantum encryption metro network covering central urban areas, forming three self-reliant, controllable core digital infrastructure systems.

Drawing on its computing backbone, the carrier supports the digital upgrade of the New International Land-Sea Trade Corridor. Key projects include smart monitoring systems for the Yangtze River, intelligent multimodal logistics at Guoyuan Port, and paperless customs clearance at bonded zones. It also launched a unified digital portal Intelligent Cloud Chongqing and a full suite of cloud networking products, delivering all-in-one digital solutions for government bodies, businesses and residential users.

Tech Innovation Drives End-to-End Industrial Digital Upgrade

The company has delivered multiple landmark industry-university-research collaborative projects: a high-performance computing platform for biomedical research built jointly with Jinfeng Laboratory; China’s first cross-military-civilian quantum technology demonstration platform; digital systems for medical insurance oversight and the Tongzhi smart hospital platform in Tongnan District.

On the manufacturing front, a series of 10G fiber and fully connected 5G smart factories have gone live. Its 10G optical factory project with Sinochem Fuling Chemical won a national industry innovation award. Deployments with Fuyuan Chemical and Midea Chongqing enable full-lifecycle intelligent production control, cutting operational costs and lifting overall efficiency.

Smart Public Services Upgrade Urban Governance and Quality of Life

AI-driven customer support has been upgraded with dialect recognition and natural language interaction, alongside 178 self-service online tools and door-to-door field support under its on-site service program. A grassroots smart governance system powers a sensor-based elderly care platform in Dadukou District, offering round-the-clock safety monitoring for seniors living alone. Its AI kitchen supervision platform monitors nearly 40,000 catering outlets citywide. Cybersecurity solutions Liangdun and Yiwei deliver multi-layered threat defense for critical digital infrastructure. Its community outreach initiative Caring Telecom Stations has provided assistance to more than 172,500 residents.

Digital Inclusion Accelerates All-Round Rural Revitalization

Remote mountainous regions now have full dual-gigabit network access, with new 4G/5G base stations continuously deployed across rural areas. Smart agriculture and rural safety systems operate across multiple counties: an AI-powered tea plantation in Xiushan boosts crop yields by 20%, while a fishery monitoring system in Changshou uses multi-spectral imaging to flag water pollution risks. Via IPTV and the local service portal Yuhutong, the carrier hosts live-stream farm sales and direct produce matching to expand rural digital sales channels and narrow the urban-rural digital divide.

Moving forward, China Telecom Chongqing will stick to its strategy of cloud-network transformation for inclusive smart development. Drawing on its strengths in cloud infrastructure, computing resources and technological R&D, the company will keep advancing industrial upgrading, improving public services and supporting rural revitalization — delivering tangible digital value as a central state-owned enterprise for the modernization of Chongqing.
